The group or resource is not in the correct state to perform the requested operation. Notes This issue may occur when a Plug and Play (PNP) resource rebalance occurs during the startup process. The PNP resource rebalance is usually triggered by a change to the hardware configuration. If you open Device Manager when this issue occurs, you notice that Microsoft Virtual Wi-Fi Adapter is not created.
